The town is seen as a principal service centre and administrative node, which will stimulate economic regeneration within the Municipality.

Johannes Phumani Phungula Nodal Areas
In line with the KwaZulu-Natal Integrated Rural Development Policy, the IDP of Johannes Phumani Phungula Municipality has incorporated the development nodes. These have been identified as places where government, municipal services, administrative functions, commercial and residential development ought to take place in the future. The different characters and activities of each area are therefore of critical importance. These can be categorized as follows:
Primary Node
Ixopo is seen as a primary commercial node, as it is fed by development corridors in terms of people and physical thresholds. There is provision of concentration of different activities and services at Ixopo. Ixopo as a primary node contains a wide range of local and district-level public and private sector activities such as local Council offices, library, hospital & Clinic, sports facilities, police station, postal services, taxi rank, tension pay out point, provides for primary and high schools and skills training facilities, provides the administrative centre for the whole Municipality (including the Harry Gwala District Municipality).
- It serves as a primary commercial and industrial development node.
- It provides services and facilities to the whole Local Council area.
- It provides a focal point for housing.
Further, it has a higher level of physical infrastructure necessary to serve an urban area with amenities such as:
- Cemetery.
- Surfaced roads.
- Municipal sewerage disposal system.
- Municipal waste disposal site, and
- Electricity.
- It provides the base for the establishment of Service Providers and regional
government depots and offices.
- It provides financial services such as banks and service collection points.
- It provides communication facilities.
- It makes provision for SMME activities.
Based on this, Ixopo plays an important role in terms of the possible location for industry, commerce and other economic activity for the Municipality. It is also a major education and health centre, which assists in the diffusion of new ideas and technologies to the rural areas. Furthermore, it is the primary base for the operation of many government Departments and Service Providers. Therefore, additional land is required around Ixopo to accommodate future commercial and industrial growth.
Secondary Node
Highflats serves the local resident population and the surrounding rural areas. As a secondary node, it provides services including a range of public and private sector activities such as:
- Points for mobile services
- Clinic
- Sports facilities
- Post box points
- Transport facilities
- Localised services including primary schools.
- Pension pay-out point.
- Public phones, local markets, and minor commercial activities.
This is the main distribution centre or higher order point (node) where services are concentrated. There is a greater variety of higher order and more permanent services are sustained than is possible at a Rural Service Node.
Criteria used for deciding on the Secondary Node:
- Economic growth potential of the location and the surrounding area.
- Intersections of major movement routes.
- Existing and potential agglomeration effects.
- Level of existing public service provision.
- Level of existing private/commercial sector service provision and investment.
- Level of infrastructural and logistical support from higher order service centres.
- Need for services within target community.
- Levels of community acceptability and support for a Rural Service Centre (RSC) within the target community.
- Access to land for development.
Tertiary Node
Service Nodes (RSNs) represent the lowest order of locality, where a range of services and economic activities could be concentrated in a sustainable way and are located on the periphery of the hub (area of economic activity). Their location is usually, the most accessible locations within an acceptable walking distance of community. The required services may be located at a clinic, store, tribal court, or taxi rank.
The levels of service that are normally found at these nodes are:
- Clinic / Mobile service.
- Shops.
- Secondary and Primary School.
- Weekly Service; and
- Weekly / Mobile Service.
These were identified at (Jolivet, Hlokozi, Nokweja, Mahehle). These Rural Service Centres (RSCs) need to be consolidated and upgraded through the provision of necessary infrastructure as well as the provision of additional social services and facilities. For these areas to fulfil all the functions of a Rural Service Centre, public investment is required and must be provided for. In this connection, the scale of developments should be appropriate to the needs of the neighbourhood and the communities in question.
