Her Worship Mayor Elizabeth Bathobile Ngubo serves as the dedicated mayor of JPP Local Municipality, which is prominently located in the scenic Harry Gwala District of KwaZulu-Natal. In her role as mayor, Ngubo actively engages with various community concerns, particularly focusing on pressing issues related to service delivery, such as frequent power outages that affect the daily lives of residents. She tirelessly collaborates with municipal leadership and external stakeholders, including major entities like Eskom, to ensure that timely and effective solutions are implemented for the benefit of the public.
Her commitment to improving community welfare is evident in her efforts to maintain open lines of communication with citizens and address their needs swiftly and efficiently.

M.E. Mkhize
M.E. Mkhize is the Municipal Manager of Johannes Phumani Phungula Local Municipality. In this role, Mkhize oversees the administration of the municipality, ensuring that the municipality’s operations align with its goals and regulatory requirements. Mkhize also plays a pivotal role in working with the municipal council and other stakeholders to ensure smooth governance and development projects within the municipality.

Major Responsibilities include

Ensures the ongoing improvement of the municipality's internal structure and processes to boost efficiency, adaptability, and service delivery to the public, ensuring that the organization is well-equipped to address community needs.
Acts as the primary spokesperson for the municipality, addressing economic issues, disasters, and general community concerns.
Oversees the provision of essential services such as water, sanitation, electricity, and public works to improve the quality of life for all residents, with a focus on both urban and rural development.
Monitors and oversees the provision of essential services to the community, from water to housing.
Chairs council meetings, ensuring good governance, adherence to procedures, and inclusivity for all councillors.
Ensures sound financial management, including budgeting, revenue generation, and expenditure control, to maintain the long-term sustainability of the municipality’s resources and services.
Upholds principles of transparency, accountability, and integrity in municipal operations, ensuring that decision-making processes are fair, ethical, and in the best interest of the community.
